Here are 3 different ways to create split level stairs.

TUTORIAL: Make A Split Level Stairs ~ by alanmc12 (no cheats)

How to make Mansion Staircases ~ by CampMaster (placefriezes)

How to build split level stairs in foyer ~ by darkside266 (constrainfloorelevation)

German Tutorial, google translate.
How to?-Wie erstelle ich eine Ecktreppe ~ By Pac_man_001

Title: How do I create a corner stairs
1. Welcome to the tutorial "How to?-How do I create a corner staircase" I hope you continue that helps.
2. First, it draws a foundation where later, the stairs are. Note: the foundation drawn a bit longer because you do not know is where are the stairs later.
3. Then sets in the 1st Stock of the stairs there, where is below the foundation. Note: It is your decision whether you do this with or without railings. However, it looks beautiful out with railings.
4. Shall then turn the second piece of stairs.
5. Then with the hammer tool deletes the foundation. Note: Use the hammer tool, because its foundation with the foundation tool probably does not explic.
6. Colors then the play ground between the two staircases.
7. Will then have a fence is finished, the bells and corner stairs.
8. So that's the tutorial. I hope you liked it. If so can you recommend it, yes.
